Kisumu West Civic Watch
Independent residents' reporting platform
Residents first

Report what is happening. Track who responds.

This site is designed for a WhatsApp- and SMS-first constituency. Residents can report air pollution, roads, water, security, health, and local governance issues. The platform collects structured reports, organizes lawful follow-up, and publishes accountability updates without exposing private complainant data.

Reporting

What residents can report

Keep categories simple so people can act quickly from a basic phone. The public site remains light, while the real intake happens over chat.

Priority issues

Air pollution, quarry emissions, smoke, dust, blasting, bad odours.

Use this for recurring night-time smoke, bitumen smell, quarry activity, or other harmful environmental exposure affecting households.

Public services

Roads, water, drainage, health, schools, safety.

Residents can log potholes, blocked drainage, clinic concerns, school risks, water outages, and local safety incidents.

Governance

Unanswered complaints, delayed response, broken promises.

Track what was reported, who was notified, and whether the MP, MCA, chief, county office, or regulator acted.

Workflow

How the platform should work

1. Intake

Resident sends a WhatsApp or SMS message with the word REPORT.

2. Structured follow-up

Bot asks location, issue type, time, short description, and whether follow-up contact is allowed.

3. Case creation

System generates a complaint ID and stores the private contact details separately from the public issue summary.

4. Escalation

Admin reviews, notifies the relevant office, and tags the matter as new, under review, escalated, or closed.

Suggested intake script

Short chat flow for WhatsApp and SMS

  • 1Which area or village are you reporting from?
  • 2What happened: smoke, dust, blasting, water, road, corruption, or another issue?
  • 3When did it happen?
  • 4Describe it briefly in your own words.
  • 5Can we contact you again, and may this statement be used for formal complaints or legal follow-up?

We help residents document issues and follow the response.

We are an independent civic reporting platform for Kisumu West. We collect constituency issues through WhatsApp and SMS, organize them into structured case records, and support lawful follow-up with public offices, regulators, petitions, and legal counsel where necessary.

Your phone number stays private unless you consent.

Your name and contact details are collected only to verify reports, follow up, or prepare formal complaints where you agree. Public summaries should never expose private complainant details without clear consent.

This website is not operated by the County Government, Parliament, the NGCDF, or any public office. It exists to help residents document community issues and seek transparent, lawful accountability.

Policy

Operating rules that protect the project

These rules reduce legal risk and make the platform more credible with residents, officials, journalists, and lawyers.

Publicly show summaries, not raw accusations.

Publish issue counts, timelines, and office responses. Keep names, phone numbers, and sensitive witness details private unless there is express consent.

Track facts, dates, and actions taken.

Every case should show when it was reported, what office was notified, and whether a response arrived. That is stronger than personal attacks.

Separate evidence from commentary.

Store private witness statements and media privately. Keep the public site factual and measured, especially when naming officials or institutions.

Use one clear escalation ladder.

Complaint → office notification → reminder → petition/regulator → legal bundle. This makes the project disciplined and defensible.
